    What do you love about your work, what is special about it?
    As an academic intern for the Focal Point e+i I have the opportunity to see into different areas of SDC’s e+i work and meet many interesting people. This is my first job after graduating from the University of St. Gallen and I especially appreciate the exchange and collaboration with experienced colleagues. The work at the Focal Point gives great insight into the interesting world of development cooperation. After completing my internship at the end of February 2017 I would like to continue working in the exiting area of e+i.

    Which is/ are your favourite instrument(s)?
    Of course our e+i shareweb and its new smart search. We are diligently working on improving the quality of the project, contact and document databases. The shareweb is a great source for information about all e+i topics, and I hope that I’ll have time to read more about VSD, PSD and FSD in the remaining three months of my internship at the Focal Point.
    Your message for your colleagues?

    The Focal Point in Bern is here to help everyone working on e+i topics and is more than happy to help you out with any questions you have and connect you to the right persons in our network. Further, I would like to draw your attention to our network meetings in Bern. It is always interesting to hear what colleagues are working on. If you do not have time to participate or are working abroad, there is always a protocol of the network meetings which can be found on the Shareweb in the community area.

What is your background and your current job?
I am what is sometimes appreciated and other times rather decried: a generalist with over 20 years of very eclectic and diverse experience in development work. First a graduate in Russian (Soviet) Studies with a passion for the sea (I wanted to become Captain and ended a few years Seaman in the Swiss merchant navy) and music (thought I could be a Blues Brother in a R’n’B band in Geneva), I started working at the grass root level in NGOs in Central Asia and the former Soviet Union in the early 1990’s; joined briefly ICRC in Nagorno Karabakh; and started at SDC as member of the Swiss Humanitarian Corps in Ukraine and Moldova. After a stint at OZA (Russia and Central Asia desk) I left SDC to follow my wife in Warsaw (who worked for OSCE), where I worked as a consultant for funds to new EU member states, before joining WFP in Sudan (the biggest humanitarian operation in the world) responsible for partnerships. After four years in Sudan, Darfur included, and after the secession between North and South, I returned to SDC at the Global Programme Migration and Development as Regional Adviser in West Africa based in Cotonou, Benin. I am now back in Berne with my family and work as desk for Laos and Mekong, where there is a strong AFS programme.
For how long have you been in your current job and what are your tasks/activities?
I started in September 2016 as desk for Laos and Mekong, so just a few months ago. I am responsible for the overall management of programmes in Lao PDR (three main domains as Governance, EVET and AFS) and the Regional Portfolio of SDC in the Mekong Region: partnerships with Mekong River Commission and Mekong Institute; Mekong Region Land Governance MRLG; and a regional programme on labour migration and skills development.
What are your interests and expectations towards the A+FS Network?
I am a very inquisitive person and remain very open to different subjects. Currently though, my main interest is with the process of urbanization and how to integrate most efficiently our current programmes with the thematic of urban growth and influence. I look forward to working with colleagues at SDC to explore together this issue and try to integrate it into our programming. I am very happy to meet old colleagues again as well as discover new ones in the A+FS Network and work alongside for the coming few years.​​

On November 1st SDC invited Mike Albu, the director of BEAM Exchange, to discuss adaptive management within market system development (MSD), based on a recent  report published by the BEAM research team. They used a mixed-method approach which included a literature review and 60 key informant interviews to identify opportunities and limitations confronting the widespread adoption of adaptive management in MSD programms. One of the study’s recommendation is to rethink the logframe and how it is used, moving away from linear thinking and number-based results management. Look at Mike Albu's slides as input for the discussion or read one of the authors  blog post or visit the  webinar on the topic.

From 20 - 23 September 2016 the Face-to-Face (F2F) meeting of the Western Balkan (WBA) e+i practitioners took place in Pristina Kosovo. 25 participants from the WBA cooperation offices, the SDC head office, representatives from other Eastern offices as well as selected implementation partners actively participated in it. This year’s topic was centred around Vocational Skills Development (VSD) and had the objective to learn about SDC’s VSD direction and get concrete ideas how VSD projects could reach out more to the private sector and excluded target groups with appropriate, efficient and effective models of collaboration and delivery mechanism. The Swiss Capacity Building Facility (SCBF) is a public-private development partnership dedicated to improving the lives and livelihoods of low-income people and micro-entrepreneurs in developing and emerging economies. It is a grant-making organisation with the objective to promote financial inclusion as a strategy for alleviating poverty.

SCBF currently unites 18 Switzerland-based member organisations, including SDC as the public partner and core funder. The members greatly contribute through their expertise, ensuring SCBF stays focused and selects high-impact projects for capacity building support. This creates a unique partnership working to help partner financial institutions to enhance their outreach to financially excluded populations, as part of social and economic development work.​

Product up-scaling: CIH Bank in Morocco – Downscaling to target small enterprises.

Have you ever wondered who the participants in SDCs VET programmes are and what they aspire? This short film presents you Medea and Giorgi, who are determined to take part in the economic life of their own village. To spread their story you can also share the film via FDFAs YouTube presence.

Besides the individual stories, the film is also interesting from an analytical perspective as SDCs engagement in Georgia shows what VET interventions can achieve:
​- ​95% of vocational course graduates found employment in agriculture.
​-​ 200 new training modules and 8 educational programmes were introduced in vocational colleges. 
- Work-based learing was introduced at 4 animal farms and 5 fruit growing farms.

Due to these impressive numbers, SDC and UNDP decided to expand the programme. By 2018 10'000 farmers will benefit.​

BEAM, Asocam and Swisscontact are collaborating to create the Latin American Network for Market Systems Development. To do this, an event will take place on 26-27 January 2017 in Lima, Peru. The event will allow the participants the opportunity to learn from each other, network and provide strategic inputs to shape the network according to their needs.

BEAM is starting a new webinar series titled ‘Guidance from the field’.The first webinar will be on The Investment Manual of the AlliancesLesser Caucasus Programme. At this 30-minute webinar, Helen Bradbury, TeamLeader of ALCP, will guide us through the programme's Investment Manual,a donor-approved guideline for decision-making, implementation and monitoring of ALCP activities.

The manual details the criteria, processes and operational procedures the programme use to initiate and manage partnerships with market actors. You will learn how they go about selecting criteria, the application process, investment plan development, procurement, investment disbursement and the monitoring and evaluation of investments. Written by implementers ‒ direct from practice ‒ it is a manual for implementers. Taken as a whole it conveys a sense of the decision-making that team members can develop and which make up the "art" of facilitation.

This is the only course of its kind that focuses onboth investing in emerging and (quite developing) markets. If you are interestedin gaining additional knowledge on investing in early stage enterprises inemerging markets from some (quite of) the leaders in the field, then this isthe course for you.

Who should take this course?
​ The course is designed both for investment managers whoare actively investing in small and growing businesses, capacity development providers who are supporting entrepreneurs through the investmentprocess and entrepreneurs looking to raise capital.

Participants should be mid-level and have a goodunderstanding of basic financial and accounting concepts, including internal rates of return and discounted cash flow.

M4P is a systemic approach that attempts to understand and overcome the failure of systems to serve the needs of the poor. Une des questions majeures reste toutefois posée : comment faciliter l’ancrage de ces dispositifs de formation et leur contextualisation dans leurs territoires de manière durable.​ 

Objectifs :

  • Développer un langage commun sur la territorialisation des dispositifs de la FAR à partir du partage d’expériences sur la réalité et les enjeux de la décentralisation ;
  • Expliciter les niveaux différents auxquels l’ancrage de la FAR peut se faire en fonction des situations nationales ;

  • Définir, dans une logique de partenariat et du point de vue des collectivités, les différentes formes d’organisation et de financement envisageables pour cet ancrage ;

This short blog post by Nathalie Gunasekera describes the experience of the youth employment project MarketMakers in Bosnia and Herzegovina, which has designed a unique co-facilitation model with Regional Development Agencies (RDAs) to foster sustainable change. It describes key factors that make the co-facilitation model work for MarketMakers.

In this paper, Christian Brändli from SECO and Luca Etter from SDC provide an overview on Social Impact Bonds (SIB) and put light on this "new" instrument for donors, listing critical questions and factors to consider before setting up a SIB.

 A very well written must-read for everybody who participated at the Savings and Credit Forum on "Blended Finance" in September 2016, and is impatiently awaiting the next in March 2017 on Social Performance Management and Reporting Practices of Financial Institutions and Microfinance Impact Investors.

Social Impact Bonds (SIB) are a relatively “new” instrument for donors to finance development interventions. SECO and SDC have both launched projects that use a variation of SIBs in their partner countries. This paper explains the most important aspects of SIBs and lists critical questions and factors to consider before setting up a SIB. The paper is work in progress and aimed as an input for colleagues who are considering an SIB. It does not represent an official position.

OCED-OCED
The 2017 edition of the Latin American Economic Outlook explores youth, skills and entrepreneurship. Young Latin Americans embody the region’s promise and perils. They stand at the crossroads of a region whose once promising economy and social progress are now undergoing a slow down. The Outlook identifies potential strategies and policy responses to help Latin America and the Caribbean revive economic growth.
HELVETAS Swiss Intercooperation

This blog, initiated by HELVETAS Swiss Intercooperation, discusses an experience from Bangladesh on addressing financial inclusion of poor and disadvantaged women and men. The experience shows that while the business model of microfinance institutions gave access tocredits to millions of users, this didn’t address, as discussed below, critical issues of financial inclusion. Social Impact Bonds (SIB) are a relatively “new” instrument for donors to finance development interventions. SECO and SDC have both launched projects that use a variation of SIBs in their partner countries. This paper explains the most important aspects of SIBs and lists critical questions and factors to consider before setting up a SIB. The paper is work in progress and aimed as an input for colleagues who are considering an SIB. It does not represent an official position.

 For smallholder farmers in developing countries, extreme weather events, such as droughts or floods, can cause substantial losses and jeopardize their livelihoods. Supporting insurance schemes for smallholder farmers means offering them the possibility to manage the many risks confronting them more effectively, protecting their investments and increasing their resilience.
