At the thematic core of the f2f in Sarajevo were five learning projects:
- Three major ones that were covered in three parallel-running workshops each on Monday afternoon and Tuesday morning, dealing with the topics Local Governance & Political Economy Assessment (LP1), Sustainable Municipal Finance (LP2) and Social Inclusion (LP3).
- Two smaller ones that were presented in shorter plenary sessions on Wednesday morning, namely on Election Support (LP4) and Study Tour Guidelines (LP5).
