Scaling up of the comprehensive model of water and sanitation for promotion of territorial peace to rural areas of 16 departments of the country
SDC started the first phase of ASIR-SABA in Colombia in 2014 adapting the model SABA+ from Peru. The project has had two previous phases, between 2014 - 2018 (Phase I) and 2018 - 2020 (Phase II), and is currently developing Phase III until July 2022. The project contributes to:
The implementation of the institutional strengthening and technical assistance model proposed by SABA+.
Peace building, improving the quality of life of the rural population, through differential schemes that allow sustainable management for the provision of water and sanitation.
Materialize alternatives to mitigate the impact of COVID-19 in rural areas, and preventive actions for similar events.
This project is inserted in a context of peace construction after an agreement signed between the Colombian government and one of the main actors of the armed conflict in the history of the country, FARC. A 50-years-internal-war has damaged a lot and. because of this, the country's social structure is very weak and there are many places in the country where prolonged humanitarian crises persist.
The ASIR-SABA project seeks to contribute to peacebuilding, improving the quality of life of the rural population, through differential schemes that allow sustainable management for the provision of water and sanitation, as a part of the Swiss Cooperation Strategy providing basic services for victims of armed violence. The project prioritizes communities that have been victims of the prolonged armed conflict, and in consequence have been outside the guarantee of rights and access to public services for years. The project implementation strategy has an innovative participatory component where communities are trained to take informed decisions not only in terms of sustainability of the infrastructure projects but from the beginning, e.g. from the choice of technology to choose the one that best suits their context. Also, the project seeks for a good articulation between the different levels (national, regional and local), and the building of community trust in the public institutions.
The aim is to optimize the levels of management of the administrations of rural aqueducts, which will allow them to improve the quality of the service they provide and generate levels of transparency and governance. In addition, it will increase advocacy skills of public and private actors from the knowledge of the solution that will be provided.
