The market systems approach to financial inclusion means considering all aspects of the financial market system and working to break down barriers that exclude the poor. This approach aims at supporting the development of inclusive, self-sustaining financial market systems to become more and more independent from external aid by catalysing systemic change in reaching large scale results.
The SDC takes an financial inclusion approach to FSD aiming at sustainability and scale by strengthening financial sector actors at four levels: demand side, supply side, infrastructure and framework conditions (policy, regulation and supervision).
The Guidelines from CGAP is for donors and funders of financial inclusion programmes and provides lessons on how funders can facilitate the development of inclusive financial services markets (see working aids).
SDC is a member of CGAP.
These guidelines provide guidance for donors promoting financial inclusion or pro-poor financial services markets as part of their development mandate. The target audience includes multilateral and bilateral donors, development finance institutions, and foundations. CGAP (2015)
Cette étude de cas a été réalisée dans le cadre d’un mandat de la DDC durant lequel des étudiants en Master d’Universités suisses ont eu l’opportunité de réaliser leur mémoire de fin d’études sur un sujet lié au programme de développement du secteur financier de la DDC dans les pays en transition et en développement. Ce mandat, exécuté par Intercooperation, s’insérait dans les activités de contribution de la DDC à l’Année de la Microfinance 2005 des Nations Unies.

Social Impact Bonds: What, why and how? SDC Seco Briefing Paper
In this paper, Christian Brändli from SECO and Luca Etter from SDC provide an overview on Social Impact Bonds (SIB) and put light on this "new" instrument for donors, listing critical questions and factors to consider before setting up a SIB.
A very well written must-read for everybody who participated at the Savings and Credit Forum on "Blended Finance" in September 2016, and is impatiently awaiting the next in March 2017 on Social Performance Management and Reporting Practices of Financial Institutions and Microfinance Impact Investors.
Social Impact Bonds (SIB) are a relatively “new” instrument for donors to finance development interventions. SECO and SDC have both launched projects that use a variation of SIBs in their partner countries. This paper explains the most important aspects of SIBs and lists critical questions and factors to consider before setting up a SIB. The paper is work in progress and aimed as an input for colleagues who are considering an SIB. It does not represent an official position.
