This Paper outlines the factors in the business environment that have a direct impact on women-owned and managed enterprises, and the employment of women. It also describes lessons from programmes, for DCED members to identify, measure and manage gender in BER.There is an Annex to this publication that focuses on the theme of how donor and development agencies can implement gender sensitive business environment reform programmes.
