Welcome to the page on the webinar and e-discussion on the SDC “VSD Typology Tool”, 12 to 16 November 2018

The webinar and subsequent e-discussion aims to present and disseminate the VSD Typology Tool Set that was developed by the SDC employment & income Focal Point in collaboration with subject matter experts. The 3 Typology Tools are the response to the demand expressed by the country offices for instruments to improve the results of our VSD investments. This webinar and the e-discussion are crucial steps in the validation and finalization process of the tools to become handy instruments for project planning, design, implementation and evaluation. You find the tools, the introduction video on the basic tool, daily summaries and technical guidelines for participating in the e-discussion below. To participate in the discussion, you have to be a member of the VSD community on DGroups (more information).

Vocational skills development (VSD) is a cornerstone of the Swiss development cooperation, with a substantial increase of resources foreseen in the Federal Council’s Dispatch 2017-2020. Governance is a crucial element in VSD focusing on how the VSD system in given partner countries is organised, (e.g. who is responsible, involved and how decisions are made) and how it can be effective and inclusive in responding to different purposes and requirements, The Dispatch stipulates that Governance is a mandatory transversal theme in all SDC thematic priorities. This tool translates the SDC approach for Governance as transversal theme in vocational skills development.

Vocational skills development (VSD) is a cornerstone of the Swiss development cooperation, with a substantial increase of resources foreseen in the Federal Council’s Dispatch 2017-2020. Another key area of this Dispatch concerns partnerships with the private sector and diversifying sources of funding for sustainable development. This paper outlines how the SDC’s operations in VSD can intensify their collaboration with the private sector and manage their projects and project portfolio accordingly. It builds on a first VSD Typology Tool and focuses a) on the role of the private sector in VSD, b) on SDC’s Engaging with the Private Sector (EPS) modalities and c) on the concept of dual Vocational Education and Training (dual VET).

Vocational Skills Development (VSD) is a cornerstone of Swiss development cooperation. This paper aims to help SDC operations to clearly define the approach and orientation of their VSD interventions, to select the right partners, and thus to manage their Project (Portfolio) in line with the relevant SDC strategies, the policy goals of partner countries, and professional standards. The paper also supports the formulation of realistic and plausible expectations predominantly regarding the outcomes and Impact of VSD projects across time.
