Working Aid: Migration as a priority theme in the Swiss International Cooperation Strategy 2021 – 24
Switzerland’s International Cooperation has over the past decade continuously expanded its migration-related engagement. In 2016, the Swiss parliament went a step further and requested the Federal Department of Foreign Affairs to take into account, where appropriate, domestic migration policy interests in its International Cooperation activities. The Swiss International Cooperation Strategy 2021-24 identified migration as one of the thematic priorities.
In order to support International Cooperation actors of the Swiss Federal Administration in the implementation of the priority theme, the SDC Migration and Forced Displacement Network developed the attached Working Aid.
The document:
provides background information on the priority theme migration in the Swiss International Cooperation Strategy
gives practical orientation and useful resources and tools to translate the priority theme into thematic and sectoral programmes and projects
lays out how to report and communicate on Switzerland’s International Cooperation engagement in migration and forced displacement.

Thematic Working Aid: Leave no one behind in practice - Migration
Migration is an opportunity to achieve the Sustainable Development Goals – to leave no on behind . Listening to and understanding the poorest and disadvantaged men and women is a central promise of the Agenda 2030 and includes the specific needs of migrants. The SDC “Leave No One Behind” Thematic Working Aid on Migration clarifies specific vulnerabilities and how migrants can be at risk of being left behind. It also lays out that migration can be a poverty reduction tool and where the poverty-reduction potential of migration can be found.

Working Tool for Practitioners in international cooperation
Vocational Skills Development (VSD) is for SDC a broad concept, that encompasses all support aiming at assisting the development of technical, social and personal competences. VSD fosters the social and economic development of individuals, their integration into labour markets and/or into education and further training. It can therefore be a powerful approach to support both societies and migrants including refugees, internally displaced persons, and other groups. VSD can be used as a tool to address both opportunities and challenges related to migration. The better educated and trained migrants are, the better they can take advantage of the opportunities migration offers them. This will also benefit society and the economy, mainly in host countries, but also in countries of origin.
The working tool aims to support SDC:
- to check, adapt and design VSD projects to take into consideration populations of migrants incl. refugees as part of the target group or as the main target group of the intervention; and
- to add or make better use of VSD as an instrument for economic and social integration and development in other SDC projects on migrationc , humanitarian aid etc.
