Safe Labour Migration
Topic Profile Page
Labor migration is a significant factor of development worldwide. Among the estimated 281 million international migrants, nearly two-third are labour migrants. Migrant workers positively contribute to the economic performance of destination countries. This is true both for highly-skilled and lower-skilled migrants. The latter often fill gaps in the labour market thereby allowing nationals to move into better-paid jobs. Countries of origin benefit from remittances, skills transfers and increased trade as a result of closer linkages. However, many migrant workers, especially women, face a number of significant risks such as abusive recruitment practices, unsafe journeys, exploitation in the workplace, physical and mental mistreatment, lack of access to social protection, forced labour and human trafficking. Due to the inflicted social costs and human suffering, unsafe and irregular labour migration remains a key obstacle to sustainable development. In this page you will find resources that relate to migrants’ access to safe and decent labour opportunities including: Protection of migrants' rights Globally, 40% of workers are in vulnerable and precarious forms of work and migrants are disproportionately represented in this share. Especially, low-skilled labour migrants find employment in labour-intensive sectors (e.g. construction, agriculture) or in the domestic work and care economy with temporary or seasonal contracts. Migrants are facing precarious working and living conditions. Many migrants, including children, find themselves in exploitative employment situations, exposed to forced labour, human trafficking, sexual abuse, irregular detention. In addition, migrant workers often face inequality of treatment in the labour market, including with respect to wages, access to employment and training, conditions of work, social security, and trade union rights. Migrants broaden the pool of available skills, thereby improving the international flow of talent and economy wide skills matching. Nevertheless, migrant workers face various challenges in accessing quality training and decent jobs. Designing and implementing sound labour market information systems, including accurate labour market needs assessment and skills anticipation that inform migration policies; increasing migrants’ access to education and training; establishing systems for the recognition of formally certified qualifications as well as informally acquired skills are therefore key to reap the benefits of migration.
