Conference on Achieving “Partnership with Communities for Health” in Tajikistan

Gulzira Karimova Enhancing PHC Services National Coordinator, Swiss TPH

In the frame of the ongoing health sector reform in the Republic of Tajikistan, emphasis is placed on creating a unified model for working with communities on aspects related to their health.

The Ministry of Health and Social Protection of Population of the Republic of Tajikistan (MoHSP) held a national conference on the partnership between communities and the governmental health care system on 30 May 2018.

The conference was attended by representatives of a number of governmental institutions, interested development partners, and selected local community health teams.

Experiences of implementing the national model were shared by two community health team representatives from Rudaki rayon, the Republican Institutes of Healthy Lifestyle and Family Medicine, as well as the Swiss Agency for Development Cooperation (SDC)’s "Enhancing Primary Health Care (PHC) Services Project (Project Sino). The Aga Khan Health Service and USAID Tuberculosis Control Program also provided information on their experience of working at community level.

In the discussion the main focus was put on the model adopted by the MoHSP on 9 March 2017, which foresees the initiation of community health teams that work with support from the Healthy Lifestyle Centres and PHC facilities. Community Health Teams are capacitated through a cascade training to make use of “Participatory Reflection and Action” sessions to identify and prioritize their key health concerns.

This model of involving communities in health issues is being implemented successfully in several districts of the country with SDC support. Today, the MoHSP is taking steps to roll out this unified model.  Based on the results of the conference, a resolution was adopted endorsing implementation of the model at national level in collaboration with interested external partners.
