Dual VET and Private Sector Engagement (PSE)
The engagement of the private sector is at the heart of every meaningful VSD system. No state in the world can offer meaningful quality vocational education and training on its own. While the design of the national training policy and VET systems development is one of the core functions of the state, it is widely recognized that, in the interests of efficiency and effectiveness and quality, the state shall share this responsibility with private stakeholders in response to changing labour market requirements. Private sector involvement thus provides the basis for change from supply-driven and state-dominated VET to market-oriented VET. In addition, the nature of skills development today requires close links with the private sector because a well-functioning public-private collaboration is a prerequisite for high-quality hands-on vocational training in companies. In late 2020 the e+i backstopping team has developed a comprehensive slide deck on Private Sector Engagment (PSE) in VSD. This slide deck elaborates on the different levels of collaboration with the private sector on system level and within PSE projects – and it presents lessons learned from 14 of our VSD projects. The slide deck will be presented in a global webinar on 16th March 2021 (invitations will be sent out mid-Februrary). Further presentations/Q&A sessions in the context e.g. of regional exchange events or team meetings are warmly encouraged and the e+i focal point and backstoppers are ready to support you.

This VSD Project Typology tool aims to help SDC operations to clearly define the approach and orientation of their VSD interventions, to select the right partners, and thus to manage their Project (Portfolio) in line with the relevant SDC strategies, the policy goals of partner countries, and professional standards. After intense discussion in the DC dVET BarCamp series over the last 12 months, DC dVET is pleased to share our compact policy brief on ‘the role of dual VET in a Just Green Transition (JGT)’.
As the just green transition (JGT) incorporates the concept of economic, ecological and social sustainability, dual VET can support the just green transition on various levels. Therefore, the policy brief is aimed at practitioners and policy makers and examines the role of dual VET in the just green transition in the context of development cooperation from a holistic perspective of transformative dual VET and addresses the roles of important stakeholders in dual VET and just green transition.

During the regional workshop on Private Sector Engagement (PSE) and Inclusive Green Economy (IGE) in Bangkok, a session focused on the inclusive green economy and green transition. Key points included integrating green skills into projects, addressing climate change vulnerabilities in ASEAN, defining green skills, adopting a human-centered approach for a just transition, and the role of government policies and the private sector in promoting green jobs and skills.

This seminar will launch a debate on which model should be favoured in international cooperation projects in the field of vocational education and training (ICVET) and on the criteria to be considered when choosing the most appropriate model in a given socio-economic context. *** In ICVET, the socio-cultural and economic situations of the countries in which cooperation initiatives take place can be very different, whether in terms of local economic activities, skilled labour needs or the organisation of the players and institutions with which to cooperate. Given these major differences, ICVET stakeholders must always ask themselves which model to draw on when organising a given cooperation project. Is it better to focus on models that emphasise the transmission of skills in school contexts? Or to encourage forms of practical training in companies? Or a combination of the two, as in the Swiss dual model? Answering these questions obviously requires an analysis of the context in the partner countries, in order to understand their socio-economic and institutional situation and to choose the most appropriate measures for the local reality. It is also important to ask which criteria or factors should be considered in this analysis, in other words, which socio-economic and institutional characteristics might justify the adoption of one model rather than another. The question raised here could be broadened by taking into account the fact that many countries around the world are active in ICVET and not all of them are familiar with the dual model and therefore promote forms of VET that are largely inspired by school-based models. How can we assess the competition between different models for organising VET? Which model is more appropriate? And how can we ensure that the model chosen in the end is the one that can actually help to improve local VET? The one-day seminar is organised by the Master of Science in Vocational Education and Training and the International Relations Department of the Swiss Federal University for Vocation Education and Training, with the collaboration of FoBBIZ (Swiss Forum for Skills Development and International Cooperation). *** More information here.

The aim of this course is to provide an insight into the functioning of Swiss Vocational Education and Training (VET) with a particular focus on initial VET. The course will take place from 12 to 15 September 2023 in face-to-face format, including one day at the BAM event (a platform for career choice & training). The format of this course includes numerous visits (see "On tour" in the programme below) which will take place in the canton of Berne.
The learning opportunities of this course allow to develop the following competences: - Having an overview of the Swiss VET system;
- Knowing all the key actors for Swiss success;
- Understanding how Swiss VET operates, including experiencing the reality of apprenticeships;
- Reflecting on the possibilities of adaptation.
