How to strengthen SDC’s impact on poverty reduction in Mongolia?

October 2015

Around 22% of the population in Mongolia lives in poverty. As in many other countries, inequalities are on the rise. Thus, despite an impressive social protection system benefitting half of the population with a generous 3% of GDP put on cash transfers for social welfare in 2013, state revenues are still unequally distributed amongst the citizens and the poorest tend to benefit less.

It is important to verify that the support provided by SDC’s programmes does also reach the most in need.

Markus Waldvogel, Director of the Cooperation in Mongolia explained that due to the rapidly changing context in recent years, a reflection on the relevance of the current cooperation programme was necessary. During a mid-term review of the country strategy held in SDC’s office in Ulaanbaatar early this year, the team reflected on how the poverty focus could be refined in the program.

Following the review, the SDC office in Mongolia organized a workshop on poverty alleviation with its partners. The objective was to learn how to strengthen the poverty orientation in the projects and programme to more explicitly integrate poverty reduction in its programme and projects.  .

“The workshop highlighted three areas were we could work more to get a stronger poverty impact, the targeting, the theory of change and the monitoring”, said Gabriella Spirli, Deputy Director of Cooperation.

“It was very interesting to learn about how we can look at multidimensional poverty to better address the needs of the people in our projects” reported a participant.

The workshop was organized with the support of Geneviève Contesse, Programme Officer for the East Asia Division and Anne Moulin, Poverty and Social Development Advisor within the Quality Assurance Section.
