The involvement of diaspora communities in development projects and policies is one of the four thematic priorities of the SDC's Global Programme Migration and Development (GPMD). The GPMD supports projects and initiatives that encourage the diaspora to contribute to development in their home countries. It is committed to putting into place legal structures that provide the best possible environment for this resource to flourish. In doing so, it supports governments in implementing the relevant strategies and establishing the necessary frameworks.
As a relatively new topic in the Swiss development context, the GPMD's experience with diaspora policies, programmes and activities is still limited. The joint ICMPD-IOM project 'Linking Emigrant Communities for More Development – Inventory of Institutional Capacities and Practices' is considered by the GPMD as a starting point for a number of possible initiatives to support governments with significant emigrant communities in further developing a favourable environment and knowledge-based policies.
