Supply side: access to quality services

​Preventive and curative services of good quality should be made available and accessible with special attention to the needs of the poor and vulnerable populations. A main focus lies therefore on decentralisation of health systems with a focus on the district health and primary health care, but always in line with national policies.

Obstacles in access to quality health services are addressed by strengthening an equitably distributed network of health facilities, with qualified staff, adequate resources (medicine, commodities and equipment) as well as quality insurance systems. Innovative financing and payment mechanisms (social health protection) will need to be developed and implemented. In trying so the SDC continues to pilot and to capitalise experiences with new aid modalities in selected partner countries, promoting multisectoral cooperation (e.g. SWAp) amongst all stakeholders involved. 

In order to ensure and sustain access, the services are always oriented towards the needs of the users.
