Programme Gender Equality Face to Face 2019: Let’s be Gender Transformative!
Let's be gender transformative! - what does it mean?
The Gender Effectiveness Score (GES)
Launch of the Gender Status Report 2018
Outlook and priorities - where do we want to go?
18 pm: Presentation and introduction to the F2F program
Where does the world, Switzerland and SDC stand in terms of gender equality? How do we get to the next level?
by Jessica Zuber (Alliance F: campaign leader Helvetia calling)
Quoted Study by Prof. Monika Bütler: «Working doesn’t pay off – a second child even less»
«After reading about some issues concerning gender inequality, I had to ask myself: who is responsible for the laws that create these inequalities? The answer: mostly men. In the entire history of the Swiss Confederation 2733 men have written Swiss laws. And only 246 women. How do we make sure that more inclusive and diverse laws are written? We create more diverse and inclusive political settings by elevating the number of women being elected.» - Jessica Zuber
«Helvetia is concerned – because after 50 years of Swiss Women having the right to vote in federal elections, Women are not yet equally represented in our parliament. This is why Helvetia is calling. She is calling for Women to rise up, get into action and make their voices heard. To share their perspective, to run for political office. To ultimately shape the laws that shape our society.» - Jessica Zuber
Christine Löw (UN Women)
Quoted Report: "Turning promises into action: Gender equality in the 2030 Agenda for Sustainable Development"
«Gender equality is part of the solution. We can only achieve progress on the agenda 2030, when we achieve progress on gender equality.» - Christine Löw
«Inequality remains, progress has been slow and uneven. Taking into consideration the intersection of different levels of inequality is key to push women and girls towards more equality.» - Christine Löw
Elisabeth Kuhn (Federal Statistical Office)
«I strongly believe that statistics play a key role when it comes to gender equality.
We need good quality data for three purposes:
1. We need data in order to establish that there is inequality.
2. We need data to show in what areas gender inequality persists.
3. We need data to monitor the development of gender inequalities over time.» - Elisabeth Kuhn
«Having the numbers is not enough. We need more data, but we also need to raise the awareness. Statistics don’t show us the underlying norms of the inequalities.» - Elisabeth Kuhn
Almir Tanovic (National Program Officer of Bosnia and Herzegovina)
«To become gender transformative, we need to be committed – we, our partners and the partners of our partners. We need financial resources. We need the knowledge. And we need more men who will be thinking different!» - Almir Tanovic
Jessica Zuber (Alliance F)
«We need very well-informed people out in the field that are doing the work, that can then empower women. I encourage to build these networks where you can, because sometimes women don’t have the resources to build these networks themselves. It is about empowerment! We need to work with the civil societies, involve them and make it a bottom-up approach.» - Jessica Zuber

What are gender data?
Sex disaggregated data and gender specific data is not the same. Sex disaggregated data is easily available and not expensive, since it is usually a tick-box on top of every questionnaire. Disaggregated data by sex is only the first step. However, in order to get gender specific data you need gender specific knowledge, it is more expensive in terms of money and ressources. Time-use data is a good example if gender specific data.
What are challenges and (new) opportunties?
The SIGI provides a strong evidence base to effectively address the discriminatory social institutions that hold back progress on gender equality and women’s empowerment. It allows policy makers to scope out reform options and assess their likely effects on gender equality in social institutions.
It is important to remain aware of following challenges:
How to strengthen evidence-based and LNOB approach?
SDC is pushing towards more robust and better data. If you are interested in strengthening data-collection and analysis, get in touch with the SDC Headquarter, they might support you. Often the SIGI-data is collected in a cooperation with the national statistical offices. For NPO's, it might be helpful to get in touch with these regional institutions and collaborate, in oder to get better data.
Presentation by Gaëlle Ferrant, OECD, on gender data, the Social Instituion and Gender Index (SIGI) and how SDC can use it.

What are the tools available in each step of the PCM?
How can we use them for planning and programming of projects and cooperations strategies?
1. Analysis
2. Plan and implement (Theory of Change)
3. Monitor, report and evaluate

Commitments
The SDC management is committed to leave no one behind. In particular, the SDC is committed to:
12.30 pm: Inspirational Field Visits
What is our understanding of Gender 2.0 in view of the new message (2021-24)?
»Our head of department of FDFA lay ground for a new direction of SDC, which will also be the direction our work has to take. On the 2nd of may, the new message 2021-24 will appear. Gender makes prominent part of the new message. In annex 2 of this message, you will find a one-page logframe - this will hopefully be the basis of our reporting towards FDFA. According to the new message, three points are lay ground for development cooperation: 1. The interests of the country of intervention, 2. The interests of Switzerland and 3. Outcomes. Therefore, it is important to link these three goals to gender equality. We need to learn to communicate, why our projects and our work is important for Switzerland.»
On the Agenda 2030: »The agenda 2030 is most of all flipping the accountability paradigm. The MDG’s accountability paradigm was from state to state. The agenda 2030’s accountability paradigm is from the state towards the people.»
On LNOB: »I belive that leaving no one behind is a revolution in development cooperation. Development is not sustainable, if a part of the population is left behind.»
»Social Inclusion has to be lived in your teams.»
»There is a technical approach and a political approach on how to reach 'leaving no one behind'. We must bring the technical and the political approach together.» - Ursula Keller
On Leadership: »I consider myself a He for She leader - I refuse to participate in all male panels.»
On PSEAH: »We have not been systematic enough in speaking with our partners about the values we have regarding sexual harassment and abuse. Throughout the last year the international community has woken up to see that it is not enough to ‘tick the box’. It needs to be part of our code of conduct, of our discussions. Oxfam was by far not the beginning, it only made the problem visible. I want you to help promote the discussion on PSEAH in your offices.»
On data: »We need better data. We don’t need data that is showing us where we stand. We need data to show us where the weaknesses are in our vision. We can sip our coffee and be oblivious to the fact that we just drank 140 liters of water from country in the global south.»
On the Gender Network: »We are all part of a network to empower women and gender equality. We are all part of this – you have a very direct communication line towards the approval of your gender strategies in your work that leads to our office. Make use of this!»
How to implement a transformative approach to strengthen and promote gender equality?
Gender Policy Marker, Gender Effectiveness Score
“What we need are strategic options and decisions on how we can address gender. The second thing we need is a target. The internal target of the SDC is 10% of gender specific programs. Please everybody contribute to it. Let’s hold ourselves accountable.” - Ursula Keller
"The coordination between different donors and partners to work together on a common agenda is crucial." - Oona Gemsch
"The first reaction to the graphic of the allocation of gender significant and gender principal project is always: We need more gender principal projects. But: Principal is not always better as significant. It is the complementarity that makes it work. A good quality gender significant can be as transformative as a gender principal project. What we need is good principal action within a program, be it a gender significant or a gender principal project. This is how we can reach more leverage." - Ursula Keller
