The E-Discussion “Gender Responsive and Socially Inclusive Budgeting” was a joint process by the gender equality and DDLG networks with support from Helvetas and the Institute of Development Studies (IDS) as their respective backstoppers. The aim of the discussion was to explore the current practices of SDC, other donors and general development actors in order to design a programming framework, guidelines and support tools for network members to strengthen their programme and project efforts. The specific scope of the discussion was to analyse and propose how SIB/GRB can be integrated into local governance processes and in this regards emphasis is on the expenditure side of public finance management, rather than the tax income and revenue side.
Preparatory documents have been gathered and established for this learning journey, which are summarized in a concept paper providing the conceptual framework for our reflections on GRB/SIB.
