Research Policy and Strategy / Research Promotion

Relevant science and technological, social and political innovations are key elements for a global transformation process towards more sustainable and inclusive development. SDC has aligned its research policy with the strategic objectives of Swiss International Cooperation. Research will increasingly be oriented towards global issues and public goods. ODA-funded research is international in scope with a clear focus on the reduction of poverty and global risks in developing countries. Global research partnerships are seen as an effective way for generating development-relevant results, elaborating adequate, context-specific solutions to global problems in developing countries and strengthening scientific and technological competencies in Switzerland and abroad. SDC can build on the longstanding support to the Consultative Group on International Agricultural Research (CGIAR) as part of its multilateral engagement and to research partnership programs with and in emerging and developing countries. In response to global challenges, SDC and the Swiss National Science Foundation (SNSF) have launched a joint, interdisciplinary, partnership-based research program. The Swiss Programme for Research on Global Issues for Development (r4d Program) aims at solving global problems and securing public goods in developing countries within the framework of global sustainable development.

SDC’s research desk, which is anchored in the Analysis & Policy Division, is responsible for SDC’s activities related to research policy, research strategy, and coordination as well as for the strategic support of the r4d Program.

​​The r4d programme presents itself with a brochure
International research partnerships can play a valuable role in tackling global challenges. The newly published brochure of the r4d programme provides an overview of its objectives and thematic areas.

 

​In 2012 the Swiss Agency for Development and Cooperation (SDC) and the Swiss National Science Foundation (SNSF) jointly launched the "Swiss Programme for Research on Global Issues for Development" (r4d programme). Now, in its fourth year of implementation and with more than 40 ongoing international research projects, the programme presents itself with a brochure.

The brochure is available in English, French, German and Spanish and provides an overview on objectives, set-up, and thematic areas. It also offers glimpses of selected research projects and processes. All photo material originates from the r4d project teams.

Research Concept 2013–2016: Policy Sector Development and Cooperation

«A world without poverty and in peace, for sustainable development» is the vision of Swiss International  Cooperation, which is committed to eradicating  poverty and global risks, reducing hardship and
promoting peace and respect for human rights. Based on its mandate and with a view to achieving
Swiss International Cooperation’s strategic objectives, the Swiss Agency for Development and Cooperation
(SDC) promotes scientific research in the field of development and cooperation. The focus is
on research and innovation that contribute to eradicating poverty in Africa, Asia and Latin America and to global sustainable development efforts. In contrast to the research investments made by
other federal offices, scientific research funded by SDC is not financed through a specific research
credit but through official development assistance (ODA) in accordance with the Dispatch on Swiss International
Cooperation. This Research Concept for Development and Cooperation outlines the most important challenges and objectives of Swiss International Cooperation as well as the focus areas for development and cooperation  research.

Factsheet Swiss Programme for Research on Global Issues for Development

The Swiss Agency for Development and Cooperation (SDC) and the Swiss National Science Foundation SNSF are offering a funding scheme for development-related research on global issues. The main focus of the „Swiss Programme for Research on Global Issues for Development“ (r4d programme) lies on the generation of new insights and innovative approaches, solutions as well as on the application of research
results into policy and practice through transnational research partnerships. In the focus of the programme is the reduction of poverty and global risks as well as the provision of public goods. Inter- and transdisciplinary research with a problem- and solution orientated approach will be funded. The implementation of the research results into policy and practice are of high signifi cance and are considered as an integral part of the research activities.

SDC’s Research Related Activities - Evaluation 2010/1
This report is an independent evaluation of the SDC support for research related activities. The evaluation focuses on four sets of issues:·1. Policy: Assessment of relevance and adequacy of SDC's strategies and policies, including an assessment of how research and related policies are made and lessons learned. 2. Portfolio: Assessment of relevance of the strategic orientation and composition of SDC's research. 3. Results: An assessment of research results against policy objectives in terms of relevance, quality, utilisation and developing country research capacity building. 4. Management: Assessment of the quality of SDC's management of its research activities including assessment of its decentralised management approach, and its promotion of research partnerships. This will cover the effectiveness of SDC’s institutional set-up for achieving the objectives of its research policy and research master plan.

Research Concept 2013–2016: Policy Sector Development and Cooperation
The present research concept is based on the strategy of Swiss International Cooperation to Reduce Poverty and Global Risks and the new research policy of the Swiss Agency for Development and Cooperation (SDC). The SDC has aligned its research policy with the strategic objectives of Swiss International Cooperation and in accordance with the results of an independent overall evaluation of the SDC's research portfolio. Research will be more oriented towards global issues and public goods (e.g. health, environment, especially climate stability, freedom, security, water, food security). Unlike the policy sector research conducted by other federal offices, ODA-funded research is international in scope with a clear focus on the reduction of poverty and global risks in developing countries.

With a budget of CHF 97.6 million the r4d programme, a joint initiative of SDC and the Swiss National Science Foundation (SNSF) aims to foster sustainable global development.
