The Worldwide Governance Indicators described in this booklet are one contribution to empirical research aimed at measuring governance, monitoring country progress, understanding the causes and consequences of good governance for development, and learning from successes and failures. They have been compiled between1996 and 2006 and measure the quality of governance in over 200 countries, based on 33 data sources produced by 30 different organizations worldwide.
Political decentralization is the primary mechanism through which citizen preferences are represented in the decision making, and is therefore essential to an effective system of decentralization. The purpose of this note is to elucidate components of a well-designed political decentralization system and is aimed to assist task teams and stakeholders to evaluate political decentralization effort in any given country.

The purpose of this note is to clarify components of a well-designed administrative decentralization system and to assist task teams and stakeholders to assess administrative decentralization effort in any given country.
This publication by the OECD-DAC Network on Governance (GovNet) is unusual. As Govnet is a network of practitioners, it is to them that this “Notebook” is primarily addressed, and it focuses on the challenges and dilemmas that they face.
This guide combines a discussion of theoretical/conceptual issues relating to local governance with a review of past and ongoing local governance assessment initiatives.
This is UCLG's third global report on Local Democracy and Decentralization. It reviews the state of local democracy and decentralization across the world and makes recommendations on basic local service provision.
This is the first UCLG global report. It is the first global attempt to offer a comparative analysis of the situation of local authorities in every region in the world.
This generic participants' kit provides background articles for trainings. It was prepared on behalf of the Development Partners Working Group on Local Governance and Decentralisation (DeLoG).
The present general guidelines reflect a consensual approach on how the informal Development Partners Working Group on Local Governance and Decentralisation (DPWG-LGD) participants can translate lessons learned and perspectives put forth by previous studies into joint action on alignment and harmonisation initiatives that can enhance aid effectiveness in the field of DLG.

This publication aims to summarize and disseminate the results of a UNDP network e-discussion entitled “Towards a Local Governance and Development Agenda: Lessons and Challenges”, which gathered more than 150 local governance practitioners at the end of 2007.
This is UCLG' second global report on decentralization and local democracy. It is dedicated to local finance. Everywhere in the world, local authorities have more and more responsibilities in service provision, the putting into practice of social policy, environmental management, and local development. However, the share of funds available to ensure these responsibilities is often inadequate, in particular in developing countries.
In recognition of the fact that implementation of key pro-poor development efforts takes place at the local level, one of the thematic elements of the post-MDGs discussion has been the “localization” development. This study is meant to inform the discussion on the role of the local public sector in achieving development goals, with an emphasis on health and education.
After the approval of “General Guiding Principles for Enhancing Alignment and Harmonisation on Local Governance and Decentralisation” in 2008, the DPWG-LGD has embarked upon the elaboration of “draft specific guidelines for enhancing aid effectiveness that will apply to specific country contexts.”
This reference document seeks to provide strategic and operational guidance on how best to support processes of decentralisation and local governance in third countries. It also looks at how to ensure that EC support to sector policies (in health, education, water and sanitation) takes into account and reinforces ongoing decentralisation processes.
This document is a review of existing literature and selected cases about how decentralisation affects development outcomes.
