Cambodia: Experts in Decentralisation, Procurement, and Budget System Reform for Subnational Administrations

             

The Asia Foundation, a nonprofit international development organization committed to improving lives across a dynamic and developing Asia, is seeking three key experts in the areas of decentralization, procurement, and budget system reform for subnational administrations for an upcoming project in Cambodia

 

Project title: EU Technical Assistance to Governance Sectors (TAGS)

Project Location: Cambodia

The overall objective of the project of which this contract will be a part is as follows: To assist the Royal Government of Cambodia (RGC) in the implementation of its whole of governance reforms based on accountable and transparent decision making, effective use of public resources and alignment of expenditure with national priorities, with the ultimate goal to improve service delivery to all citizens.

The purposes of this contract are as follows:

  • To assist the Ministry of Economy and Finance in planning, coordinating, implementing and monitoring the PFM Reform, and in particular the Consolidated Action Plan 2016-2020 (CAP3) and related EU Sector Reform Contract (SRC-Budget support).

  • To assist the National Committee for Sub-National Democratic Development Secretariat (NCDDS) in coordinating, implementing and monitoring the National Programme for Sub-National Democratic Development (NP-SNDD) Reform, and in particular the Implementation Plan IP3-II (and future IP3-III) and related EU Sector Reform Contract (SRC-Budget support).

These positions are contingent on funding from the EU.    

Key Expert 1: Decentralisation Coordinator/Expert

The Key Expert 1 will be mainly based in NCCDS. In his/her capacity as coordinator, he/she is expected to:

  • Undertake coordination of expert missions related to the implementation of the NP-SNDD;

  • Provide support to the counterparts in identifying needs for technical assistance; finalising specific terms of reference for expert missions; ensuring timely and effective mobilisation of the experts and delivery of agreed services.

  • In coordination with the Key and Non-Key Experts, provide ad hoc support to NCDDS in the preparation of Budget Support disbursement requests if needed and without prejudice to NCDDS ownership and accountability in the implementation of this task under the Sector Reform Contract.

  • Ensure close coordination with the Contracting Authority, timely implementation of the service contract, including reporting;

In his/her capacity as Decentralisation expert, he/she will support NCDDS and the concerned authorities (line ministries, Sub National Authorities (SNA)) to:

  • Promote implementation of the general mandate of SNA;

  • Promote implementation of the functional transfers to SNA by NCDDS and the Line Ministries.

  • Support identification of capacity development needs as relevant at the national and subnational level.

Person specification - Qualifications and skills

  • University degree preferably in economics, law, management, public administration or

  • Equivalent working experience of minimum of 15 years in these fields.

  • Masters' degree in relevant fields is an asset.

  • Experience working in projects using English as reporting language

General professional experience

  • Minimum ten years international professional experience in assisting governments and the public sector in the implementation of good governance reforms.

  • Minimum of five years of experience of providing technical assistance in fields related to the scope of these terms of reference;

  • Experience in fields relevant to the scope of these terms of reference in South East Asia is an asset.

Specific professional experience

  • Minimum of two years' professional experience in coordinating expert teams.
  • Minimum of seven years' experience in government restructuring process;
  • At least two years of professional experience implementing functional transfers from central government to subnational administrations and strengthening the mandate of sub national administrations;
  • Experience in coordination, management or implementation of EU Budget Support Programmes is an asset.

Project Duration: 27 months from 01 March 2018

Location: The operational base of the project will be Phnom Penh with the possibility of missions to other areas of Cambodia

Key Expert 2: Procurement Expert (PFM)


The Role

Key Expert 2: Procurement Expert (PFM)

Mainly required in the Ministry of Finance, he/she is expected to:

  • support the development or amendment of procurement legislation;
  • develop procurement statistics;
  • support the production of the annual procurement review report to be published on the General Department of Public Procurement (GDPP)` website;

 

Person specification

Qualifications and skills

  • University degree preferably in law, economics, public administration or equivalent

  • working experience of minimum of 15 years in these fields.

  • Experience working in projects using English as reporting language. 

    General professional experience

  • Minimum of 10 years of professional experience in Public Finance Management.

Specific professional experience

  • A minimum of 7 years of relevant professional experience working with public procurement systems.

  • Minimum of 5 years of experience of providing technical assistance in public procurement in developing countries.

  • Experience in at least 1 project developing procurement annual reports and procurement statistical systems.

Key Expert 3: Budget System Reform for Subnational Administrations Expert

The Role

Key Expert 3: Budget System Reform for Subnational Administrations Expert based in the Ministry of Economy and Finance. The Expert is expected to

  • Review and update medium/long term fiscal decentralisation policy in Cambodia

  • Develop roadmap for Budget System for Sub National Authorities to be consistent with the Budget System Reform Strategy 2017-2025

  • Provide technical support to identify risks and mitigation measures.

  • Build capacity of MEF officials for the new budget system

 

Person specification

Qualifications and skills

  • University degree preferably in economics, law, management, public administration; or equivalent working experience of minimum of 15 years in these fields;

  • Experience working in projects using English as reporting language

 General professional experience

  • A minimum of 10 years of experience working on local public finance management and fiscal decentralization.

 Specific professional experience

·        Minimum of 5 years of international professional experience in deconcentrated or decentralized budgets and sub-national budget system.

·        A minimum of 5 years of experience in preparing policy studies addressing institutional issues related to fiscal decentralization.

·        At least 1 year of experience working in Cambodia is an asset
