The Swiss Cooperation Office Kosovo is requesting the services of an experienced team of consultants (preferably one international and one national expert) to conduct an external review of the project “Decentralisation and Municipal Support” (DEMOS) Phase II, initiated and mandated by the SDC, co-financed by the governments of Kosovo, Sweden and Norway, and implemented by Helvetas Swiss Intercooperation. The external review will feed into the planning of DEMOS Phase III (envisaged exit phase for SDC).
