The Governance Policy Marker is a tool to monitor the integration of and track resources allocated to governance as a domain in its own right and as a transversal theme. It is an important and useful tool that deserves due attention. First, it provides information for steering and communicating allocated financial resources to advance the governance agenda. But it also helps to understand the weighting of the different governance sector markers in the totality of all governance-related programmes, as well as the degree to which governance is integrated as transversal topic across different sectors.


An activity should be classified as governance-oriented if it is intended to enhance elements of decentralisation, effective, inclusive and democratic state institutions and governance processes, and the advancement of the rule of law. The checklist below defines minimum criteria to score the Policy Marker Governance in the SAP Data Sheet. It outlines the criteria for principal (section 1) and significant programmes (section 2), including humanitarian aid activities. Projects that do not include any governance dimension fall under the category of ‘not targeted’, and the checklist does not need to be filled. Chapter 3 outlines criteria for (core) contributions to multilateral, international organisations and institutional partners, including humanitarian aid contributions.
