The Programme builds on a Vision that the strengthened and pluralistic cultural sector contributes to developing and empowering the civil society. The Programme aims to protect and to enlarge a social space where democratic values can be expressed and intercultural dialogue happen. lt has the potential to allow marginalised Voices to be heard and new or unpopular ideas to be shared.

Le PAC GL vise à promouvoir la culture et les arts en tant que vecteurs de paix et de développement. Il stimule la production artistique, crée des opportunités d’échange entre les artistes de la région, promeut de nouveaux modes d’expression et crée des revenus pour les artistes en recherchant aussi des synergies avec le secteur privé. Il renforce la cohésion sociale et promeut des valeurs universelles chères à la Suisse telles que la paix et une vision inclusive de la cohabitation.
SDC culture support in the Horn of Africa has shown potential and value on topics such as social inclusion, reconciliation and identity. By designing this programme, Switzerland aims to strengthen social cohesion, local cultural identity and regional cultural integration, which are essential for the stability in the Horn and are thus in the interest of Switzerland. This will be through better awareness, appreciation and preservation of joint regional cultural heritage, and support to cultural institutions, associations and creatives.
By developing a Regional Cultural Programme, Switzerland seeks to facilitate intercultural dialogue and exchange as a foundation for peace and conflict sensitive development in North Africa and to foster artistic expression as a driver of change in support to the challenges of transition. This will promote peaceful coexistence, political stability and social cohesion in North Africa, hence providing a contribution to the prevention of violent extrernism and alternatives for the fulfillment of North African youth in their own societies.

By supporting documentary films, documentary theatre and photography as powerful tools of contemporary art, the project will challenge social stigma, promote inclusion and human rights through empowering the civil society, nurturing intercultural dialogue and regional cooperation in the South Caucasus.
