Two sub-RésEAUs Africa

After a first successful learning journey and launch event in 2019, it appeared that for language reasons and in order to facilitate knowledge exchanges, it was decided in 2021 to split the sub-RésEAU Africa into two sub-RésEAU Africa Anglophone & Francophone, while joint bilangual activities would still be encouraged.
